CHAPTER FOUR:
DEFENCE AND SECURITY
Allah says:
"Against them make ready your strength to the utmost
of your power, including steeds of war, to strike terror into (the heart of) the enemies,
and others besides, whom you may not know, but whom Allah does know. Whatever you shall
spend in the of Allah, shall be repaid unto you, and you shall not be treated
unjustly". Al-Anfal (8:60)
Allah also says:
"It is those who believe and confuse not their
beliefs with wrong - that are (truly) in security, for they are on (right) guidance".
Al-An'am (6:82)
Allah also says:
"For the covenants (of security and safeguard
enjoyed) by the Quraysh, Their covenants (covering) journeys by winter and summer, Let
them adore the Lord of this House Who provides them with food against hunger, and with
security against fear." Quraysh (106:1-4)
Foreword
The internal stability and the provision of security for
individuals and communities, the protection of the constitutional institutions, the
consolidation of the shura democratic methodology, guaranteeing the peaceful alteration of
authority as well as the maintenance of the national sovereignty and preserving the
existence of civil society, are all necessary pre-requisites for the achievement of
comprehensive development and realisation of the Yemeni civilisational project. However,
it is unlikely that all this can be achieved as an experienced reality without the
building of the military institutions on the belief and national basis way from all other
desires and narrow sectarianism.
Hence, the YIP shall work to build our defence and
security policies on the following basis:

Defence of the homeland, preservation of its security and
its protection from any internal or external threat is the duty of every Yemeni citisen.
This a duty on all able persons. Neglecting this duty is a great sin, and national
treason.

The armed forces are the preventative shield of unified
Yemen, and on it is the prime responsibility of defending the country, preserving its
unity, safeguarding its wealth, protecting its values, traditions, civilisation,
republican system and national and constitutional unity.

The army and security forces are national institutions that
must be kept aside from political conflicts and allegiances political parties, regions,
clans, sects or any other conflicts or narrow allegiances that distract it from its
responsibilities.

Society is the main support for the armed forces and its on
going supply. Soldiering is an honor and a social and religious duty for which society
must be trained to undertake, for the army to be for the people and from the people.

Obligatory National Service is a right for all able, and
duty on every entrusted, and is considered a s one of the most important popular
participation in the armed forces and the achievement of the balance of powers in society.

The armed forces contains an important proportion of the
lively elements and effective energies of society which must be directed during peace
towards, construction and development, realising the principle of "the army is for
[development?] and construction".

Security is a broad notion and an associate of faith, the
precondition of development and justice is one of its basis, so is the consolidation of
internal unity of society.

Modernising police systems, improving their abilities and
raising their awareness is a fundamental pre-requisite for the establishment of the state
of law and order.

Fighting crime is a social responsibility undertaken
jointly by the state and society.
-
The complementary roles of the army and security
institutions is a fundamental pre-requisite for its success in undertaking the assigned
tasks in the best manner.
